Because there are no pets of the physical or neutral elements, it has to be one of the other elements, and in this case, they chose water

Water pets don’t neccisarily need to have water pet moves. Some of them are trying to fit a theme, or they are trying to be used for a certain purpose. Also, as Xlr8, says:
